The 2009 committee was composed of 9 subcommittees with the leaders attending the Wednesday morning calls with our legislators and lobbyists in Carson City. The attendance at the conference calls was exceptionally high considering they were at 7:00 a.m. Over the four months the committees reviewed many bill drafts and proposed bills. They added 84 bills to the Committees Watch List, 45 Assembly, 39 Senate, and 1 joint resolution bill. The Legislative Committee was successful in obtaining several bill amendments that benefited our business members. The committee issued 6 bill opposition and 5 supporting letters to the 2009 Legislature.
The opposition letters consisted of proposals to redirect local government taxes to State funds, reducing physician and hospital margins, changes to governing professional negligence, imposing taxes on businesses, and higher business fees.
The supporting letters emphasized the committee support for amended bills that provided non paid leave to parents at school activities, the establishment of demonstration managed traffic lanes, revisions to construction defect regulations, and the elimination of certain State program funds to reduce government spending.
In February Senator Horsford presented his World Class Education bill to the committee. In March the Committee members attended a Legislative Reception in Carson City with the Legislative Representatives and Assemblywoman Kirkpatrick discussed redevelopment funding changes. Of course April and May found the committee in many tax debates. The major issues in 2009 were of course increased taxes, improving education with lower costs, providing exceptional health care at lower rates, reducing the costs of construction, redevelopment, and the revision of renewable energy provisions.
Charles Perry, chairman of the 2009 HCC Legislative committee issued a special thank you to all of the Committee Leaders and to our Legislative representatives for the many hours expended in making Nevada a better place to do business. A big thank you goes to Senator Joyce Woodhouse for making her Carson City office available each Wednesday morning for the conference calls. The support and cooperation of everyone was greatly appreciated. A thank you reception was held September 26th for everyone by the Henderson Chamber and Nevada State College.
